Sales >> Customer Tax Classes .. add new tax class 'Out of State' for these sort of customers

When you create the customer for the order assign this customer tax class (and check the tax exempt box)

No tax should be assigned.





If you don't want to track the customer you can make and 'Out of State' Walk In Customer with these same settings.



This works at the front register, orders in progress and work orders.
