To make inactive promotions visible go to "Store Operations" > "Promotions" > "Manage Promotion Rules" > click on "More Options" > choose "Manage Grid" > from here put tick next to the "Status" and press "Apply" .
Go to the "Status Filter" and put tick next to the "Inactive", click somewhere on the screen. You will now see the inactive promotions that you have.
